Richmond, Indiana police announced Friday night that an arrest warrant has been issued for an 18-year-old Tennessee man in connection with a fatal shooting late last month.

Joshua Wade Smith, of Knoxville, Tennessee, was charged Friday in Wayne Circuit Court with murder, three counts of attempted murder, attempted burglary, attempted robbery, and conspiracy to commit robbery, according to the Richmond Police Department's news release.

The charges stem from an incident on the morning of Monday, Sept. 28, in which three people were shot in the 800 block of South E Street. One of the victims, 18-year-old Cecelia Rayne Hargrove of Richmond, was fatally wounded. Police also found two juveniles suffering from gunshot wounds; both were taken by ambulance to Reid Hospital and then flown by helicopter to other medical facilities.

"Richmond Police Department detectives have continued to actively investigate this incident," the news release issued Friday night said.

Anyone with information on Smith's whereabouts is asked to call Richmond police at 765-983-7247. Police explicitly warned the public: do not attempt to apprehend Smith.

This story is developing. Anyone charged is presumed innocent until proven guilty.
